In GT, Goku's body had to physically change in order to maintain the immense amount of power that SSJ4 had. SSJ3, alone, would put his body at its limits and he can only maintain it for a short amount of time. Also, combinging Super Saiyan and Kaioken would likely kill Goku. Well full-powered SSJ has never been presented in any of the games to my knowledge. So for Goku to be able to use Kaioken with the normal SSJ1–2–3 forms, he would. But the normal SuperSaiyan forms are all based on rage.
